Revisions to the Federal Court Rules entry

Some revisions to the Federal Court Rules entry: 

  1. I cut the section on “Procedural Rules” and  moved the information to the “Circuit and District Courts” section, where I think people are more likely to find it;
  2. I cut the section on the “Precedential Value” of unpublished opinions and moved the information to the Unreported Decisions entry, where it fits better;
  3. I added cross references to the entries for the Federal civil, criminal and appellate rules of procedure,  as well as the Unreported Decisions entry and the Federal Rules of Evidence entry;
  4. I added links to the special Rules for Section 2254 & 2255 Cases, the Rules of the U.S. Court of International Trade and the Rules of Practice Before the U.S. Court of Veterans Appeals.

I also checked to see if the Directory of Federal Court Guidelines is still being published, and I’m please to say it is.
