I wrote up a “Legislative History” section for the Indiana entry. Bottom line: Indiana legislative history materials are readily available online, but none of them talk about legislative intent. Not even the “Committee Reports.”

Lexis.com adds Congressional Hearings back to 1824
Lexis.com now has Congressional Hearings back to 1824, which is much further than any other vendor. Previously, hearings older than 1994 were available online only at academic libraries that subscribed to the LexisNexis Congressional Hearings Digital Collection.
